In a medium saucepan, heat milk over medium heat just until bubbles form around edges of pan (do not boil). Remove from heat and add tea bags. Cover and let steep for 20 minutes. Remove tea bags.
Return saucepan to medium heat. Cook for 5 minutes, whisking constantly, or until milk begins to steam again. Remove from heat. Add sugar, rose water, and vanilla extract. Pour into desired cups. Garnish with rose petals, if desired.
