In a medium saucepan, heat ½ cup sugar and ½ cup water over medium heat until sugar is dissolved. Let cool slightly.
Dip rosemary in syrup, remove, and let excess drip off. Place on parchment and let dry for 1 hour.
Place cranberries in syrup. Using a slotted spoon, remove and let excess drip off. Place on parchment and let dry for 1 hour. Toss in remaining ½ cup sugar.
