In a medium saucepan or teapot, combine black tea, gingko biloba, cardamom, and cinnamon stick. Add 2 cups water and bring to a boil over medium heat. Remove from heat and let steep for 10 minutes.
Return to heat and stir in milk and coconut sugar. Heat until bubbles start to form around edges of pan. Remove from heat and strain. Serve hot.
